Typical Cases of Violations of the Spirit of the CPC Central Committee’s Eight-Point Decision on Improving Party and Government Conduct

As the Mid-Autumn Festival and National Day approach, it is imperative to consistently and persistently uphold the spirit of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct. Recently, the Central Commission for Discipline Inspection and the National Supervisory Commission publicly announced six typical cases of violations of this decision. The details are as follows:

Pan Liang, a former vice-minister-level official at the State-owned Assets Supervision and Administration Commission of the State Council, accepted banquets, golf outings, and entertainment arrangements that could compromise the impartial performance of his official duties, and improperly accepted gifts, among other violations. From 2016 to 2025, Pan Liang repeatedly and in violation of regulations accepted banquets arranged by private-sector business owners at company‑owned venues and other locations, consuming high‑end dishes and drinking premium alcoholic beverages. He also repeatedly and unlawfully participated in golf outings organized by private‑sector business owners, engaged in entertainment activities with numerous relatives and friends at their expense, and accepted gifts from those same business owners in breach of discipline. In addition, Pan Liang was found to have committed other serious violations of Party discipline and the law. He has been expelled from the Communist Party, and his suspected criminal conduct has been referred to the procuratorial organs for lawful review and prosecution.

Huang Guilin, former vice governor of Qiannan Prefecture in Guizhou Province and former secretary of the Fuquan Municipal Party Committee, misaligned his view of political achievements, pursued “vanity projects” and “image‑building initiatives,” accepted banquets that could compromise the impartial performance of official duties, and improperly received gifts and cash—among other violations. During his tenure as Secretary of the Fuquan Municipal Party Committee, Huang Guilin, in pursuit of quick political achievements and in defiance of the requirements for high-quality development, disregarded the city’s small population and its actual industrial development. Under the pretext of enhancing the urban image, he launched the construction of the Eastern New City—covering more than 3,000 mu and involving an investment of several billion yuan—despite thousands of mu of land in the main urban area remaining idle for extended periods, thereby overextending the city’s development potential in a publicity‑driven, showy endeavor. He also recklessly pushed ahead with a project to “straighten” municipal arterial roads, ordering the replacement of standard double‑arm streetlights that met lighting standards on both sides of these roads with elaborately designed decorative lamps, which drove up the streetlight‑installation budget from RMB 780,000 to over RMB 14 million, resulting in a wasteful use of public funds. From 2013 to April 2025, Huang Guilin repeatedly and unlawfully accepted banquets hosted by private business owners and subordinates, with the associated expenses borne by the hosts; he improperly used alcoholic beverages provided by subordinate state‑owned enterprises for personal receptions and official hospitality; and he illegally accepted cash gifts and high‑end liquors and other presents from entities under his management or service, doing so on multiple occasions during key festivals such as the Mid‑Autumn Festival, National Day, and the Spring Festival. In addition, Huang Guilin was found to have committed other serious disciplinary and legal violations. He has been expelled from the Communist Party and dismissed from public office, and the suspected criminal matters have been referred to the procuratorial organs for lawful review and prosecution.

Sun Xinchun, former deputy secretary of the Party Leadership Group and deputy director of the Geological Bureau of the Xinjiang Uygur Autonomous Region, was found to have illegally accepted gifts and monetary gifts, as well as to have accepted arrangements for tourism activities that could potentially compromise the impartial performance of his official duties. From October 2019 to June 2024, Sun Xinchun repeatedly accepted, in violation of regulations, cash gifts and high-end alcoholic beverages and other presents from entities under his administrative oversight and service. In February 2024, Sun Xinchun and his relatives improperly participated in tourism activities arranged by those same entities, with the associated expenses borne by the parties concerned. In addition, Sun Xinchun was found to have engaged in other disciplinary and legal violations and has been subjected to a one-year probationary period within the Party and removal from his administrative post.

Zhang Weixing, former Party Secretary and Director of the Standing Committee of the People’s Congress of Huozhou City, Linfen Municipality, Shanxi Province, as well as former Party Working Committee Secretary and Director of the Management Committee of the Huozhou Economic and Technological Development Zone, accepted banquets and other benefits that could potentially compromise the impartial performance of his official duties. On May 2, 2025, during a period of intensive study and education on thoroughly implementing the spirit of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct, Zhang Weixing left his post without authorization during his shift and, together with several members of the leading body of the Standing Committee of the People’s Congress of Huozhou City, illegally accepted a banquet hosted at his home by entities under his management and service, during which alcoholic beverages were consumed. In addition, Zhang Weixing was found to have committed other disciplinary and legal violations and was removed from his Party position and demoted in his administrative post; other persons held accountable received corresponding disciplinary measures.

Yu Junfeng, a member of the Party Leadership Group and Deputy County Mayor of Menghai County, Xishuangbanna Dai Autonomous Prefecture, Yunnan Province, was found to have illegally accepted gifts and cash, and to have performed his duties inadequately. From 2017 to 2024, Yu Junfeng repeatedly and in violation of regulations accepted cash gifts as well as high-end alcoholic beverages, tea, and other presents from entities under his administrative oversight and service. From 2024 to 2025, with respect to issues reported by the higher-level industry supervisory authority—namely, a quarry’s unauthorized over‑boundary mining and encroachment on the ecological protection red line—Yu Junfeng failed to organize effective verification and rectification efforts. Moreover, he demonstrated insufficient vigilance in the face of frequent safety accidents within his area of responsibility and did not adequately conduct hazard inspections, resulting in persistent risks and vulnerabilities. Yu Junfeng has been given a serious warning within the Party.

Li Gen, Deputy General Manager of the Audit Department and Director of the Audit Center at Ansteel Group Co., Ltd., accepted banquets, tours, and entertainment arrangements that could compromise his impartial performance of official duties, and improperly accepted gifts, among other violations. From 2015 to 2023, Li Gen repeatedly and in violation of regulations accepted banquets, tours, and entertainment activities arranged by entities under his management or service, with the associated expenses borne by those parties; he also unlawfully accepted high-end alcoholic beverages from such entities on multiple occasions during the Spring Festival. Li Gen has been given a serious warning within the Party.

The Central Commission for Discipline Inspection and the National Supervisory Commission has emphasized that improving work style is both a tough battle and a protracted war. It requires unwavering determination and resilience, with sustained effort focused on consistency and long-term commitment, so as to further polish this “golden brand.” In the cases cited above, some remain mired in indulgence—eating, drinking, and pleasure—showing no sign of restraint; others harbor distorted views of official performance, pursuing “vanity projects” and “image‑building schemes”; and still others, as top leaders in their respective regions or units, take the lead in violating discipline. The rigorous investigation and public通报 of these cases underscore an unyielding resolve to see matters through to the end, sending a strong signal of zero tolerance and zero compromise. Party organizations at all levels must consolidate and expand the achievements of education and learning aimed at fostering and practicing a correct outlook on performance, fully implement and refine their principal responsibility for improving work style, and establish sound mechanisms for routinely identifying and addressing problems. Special attention should be paid to strengthening education, management, and oversight of leading cadres, key-position personnel, and young officials, and to reinforcing the bulwark of the CPC Central Committee’s Eight‑Point Decision on Improving Party and Government Conduct with a spirit of meticulous, persistent effort. Disciplinary inspection and supervision organs at all levels must wield iron discipline to resolutely curb unhealthy tendencies, conduct in-depth rectification and concentrated campaigns against stubborn, recurring problems, accurately detect and promptly address emerging, hidden, or evolving forms of misconduct, and swiftly investigate, severely punish, and publicly expose cases of violations committed in defiance of regulations. They should deepen the integrated approach of investigating and addressing both corruption and misconduct, and strengthen deterrence and warning. Continued vigilance is required to prevent and correct deviations in the outlook on performance, firmly addressing issues such as inaction out of wait-and-see attitudes near leadership transitions, or post‑transition haste for quick results—“flipping the script,” launching “vanity projects,” or new officials ignoring past commitments. Accountability must be strengthened to encourage cadres to pursue their work and responsibilities with a proper sense of purpose and dedication. With the Mid-Autumn Festival and National Day approaching, close attention must be paid to problems that are particularly prevalent during holiday periods—such as unauthorized banquets and meals, illicit receipt or giving of gifts and money, misuse of official vehicles, and profiteering under the guise of weddings, funerals, and other celebratory events. Enhanced oversight and reminders are needed, with swift and stringent action taken against those who persist in wrongdoing, guiding cadres to maintain reverence, exercise caution, and stay within red lines, thereby fostering a clean and upright festive atmosphere.

Our city has reported five typical cases of violations of the spirit of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct.

As the Mid-Autumn Festival and National Day approach, in order to consolidate and expand the achievements of education on establishing and practicing a correct view of official performance, further implement the spirit of the CPC Central Committee’s Eight-point Decision on Improving Party and Government Conduct, strictly enforce discipline and rules, maintain strong deterrence, and foster a clean and upright festive atmosphere, we hereby通报 five typical cases as follows.

Sun Jianhua, former Deputy Secretary-General of the Tianjin Municipal Party Committee and former Director of both the Municipal Party Committee Letters and Calls Office and the Municipal People’s Government Letters and Calls Office, as well as former Secretary of the Party Leadership Group of the Municipal People’s Government Letters and Calls Office, was found to have violated regulations by accepting gifts and monetary gifts, and by accepting banquets and travel arrangements that could potentially compromise the impartial performance of his official duties. From 2013 to 2025, taking advantage of occasions such as the Spring Festival and the Mid-Autumn Festival, Sun Jianhua repeatedly accepted, in violation of regulations, cash gifts and high-end tobacco and alcohol from subordinates and private-sector business owners; he also repeatedly and unlawfully accepted banquets hosted by private-sector business owners at company canteens and other venues, consuming premium alcoholic beverages whose costs were borne by the hosts; furthermore, while traveling to other localities for training and meetings, he repeatedly and improperly participated in tourism arrangements organized by private-sector business owners, with the associated expenses paid by them. In addition, Sun Jianhua was found to have committed other serious disciplinary and legal violations; he was expelled from the Communist Party and dismissed from public office, and was sentenced to ten years and six months’ imprisonment for the crime of accepting bribes.

Zhang Jianning, former Party Secretary of the General Hospital of Tianjin Medical University, was found to have illegally accepted gifts and shopping cards, improperly accepted arrangements for golf outings, and allowed others to pay expenses that should have been borne by himself, among other violations. From 2013 to 2025, Zhang Jianning repeatedly accepted, in violation of regulations, shopping cards and high‑end gifts such as premium cigarettes, liquor, and mobile phones from subordinates and medical‑device suppliers; he also repeatedly and unlawfully participated in golf outings arranged by medical‑device suppliers, with the associated expenses borne by those suppliers; furthermore, he improperly had transportation costs that should have been paid by himself covered by medical‑device suppliers. In addition, Zhang Jianning was found to have committed other serious disciplinary and legal violations. He has been expelled from the Communist Party, stripped of the benefits he was entitled to in accordance with relevant regulations, and his suspected criminal conduct has been referred to the procuratorial organs for lawful review and prosecution.

Li Bo, former general manager of the Retail and Electronic Banking Department at Tianjin Binhai Rural Commercial Bank Co., Ltd., engaged in falsification during his work, improperly accepted gifts, unlawfully distributed employee benefits, and illegally organized official‑funded banquets and high‑end entertainment activities. In 2019, in order to secure collective commendations and awards, Li Bowei instructed departmental staff to falsify records, artificially inflating the number of customers who had obtained credit through QR‑code scanning and those who had utilized such credit. As a result, the department was awarded the annual “All‑Staff Marketing Organization Award.” From 2017 to 2020, he illegally accepted gifts from private enterprise owners; directed subordinates to use off‑book funds to distribute holiday bonuses to team managers; and improperly organized group meals and drinking sessions for department employees, followed by high‑end entertainment activities, with all related expenses settled using off‑book funds. In addition, Li Bowei was found to have committed other serious disciplinary and legal violations. He was expelled from the Communist Party and dismissed from public office, and was sentenced to thirteen years’ imprisonment for embezzlement and bribery.

Xi Honglin, former general manager of Tianjin Kuntai Asset Management and Operations Co., Ltd., was found to have illegally accepted gifts and consumption cards, as well as to have accepted banquets and travel arrangements that could potentially compromise the impartiality of his official duties. From 2016 to 2025, while serving as Deputy Town Mayor and Deputy Secretary of the Party Committee of Shuangqiaohe Town in Jinnan District, as well as General Manager of Tianjin Kuntai Asset Management and Operation Co., Ltd., Xi Honglin repeatedly and unlawfully accepted shopping cards, high-end liquors, seafood, and other gifts from subordinates on occasions such as the Spring Festival and the Mid-Autumn Festival. He also improperly accepted banquets hosted by private business owners, consuming premium alcoholic beverages at their expense, and participated in travel arrangements organized by subordinates and private entrepreneurs, with all related costs borne by the parties concerned. In addition, Xi Honglin was found to have committed other serious disciplinary and legal violations. He has been expelled from the Communist Party and dismissed from public office, and his suspected criminal conduct has been referred to the procuratorial organs for lawful review and prosecution.

Li Xin, the former head of the Fire Safety Acceptance Division of the Housing and Construction Committee of Heping District, engaged in violations by accepting gift money, accepting banquets and entertainment arrangements that could compromise the impartiality of his official duties, and improperly having others bear expenses that should have been paid by himself. From 2023 to 2025, Li Xin repeatedly accepted cash gifts in violation of regulations from business personnel engaged in fire‑protection construction. Taking advantage of opportunities to attend training sessions outside his jurisdiction, he also improperly accepted banquets and entertainment arranged by those under his management or service, with the associated expenses borne by the other party. Furthermore, he violated regulations by having transportation costs that should have been paid by himself covered by those under his management or service. In addition, Li Xin was found to have committed other serious disciplinary and legal violations; he was expelled from the Communist Party and dismissed from public office, and was sentenced to ten years and six months’ imprisonment for bribery and other offenses.

Among the five typical cases reported above, some failed to curb their misconduct and showed no sign of restraint, brazenly accepting gifts and cash; others pursued pleasure at all costs, frequently indulging in banquets, tours, entertainment, and other lavish arrangements; still others abused their public office for personal gain, leveraging their official positions to enjoy special treatment and arbitrarily shifting personal expenses onto the public purse; some disregarded laws and discipline, squandering public resources for the private interests of small cliques; and yet others distorted their view of political achievements, seeking empty fame while neglecting tangible results and engaging in falsification and deception in their work. These problems once again underscore that the “Four Undesirables” persist with stubbornness, longevity, and complexity. The effort to improve conduct is an ongoing journey; we must remain steadfast in addressing issues consistently, meticulously, and over the long term, maintaining resolve and making no concessions, until such practices become deeply ingrained habits and corruption is eradicated, leaving a clean and upright atmosphere.

All Party organizations at every level throughout the city must deepen their understanding of style-of-work development from a higher political standpoint, thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era—especially Xi Jinping’s thought on Party building—and concentrate their efforts on firmly shouldering political responsibilities, strengthening daily education, management, and oversight, conducting regular inspections and rectification of problems, and fostering and practicing a correct view of official achievements. They should innovate approaches, refine and concretize measures, and continuously advance style-of-work development in a thorough and pragmatic manner. All disciplinary inspection and supervision bodies at every level across the city must maintain an unrelenting tone of strictness, stringent measures, and a rigorous atmosphere; strengthen education on conduct and discipline at key junctures; closely monitor both longstanding issues and emerging trends related to the “Four Undesirables” during holidays; and comprehensively employ effective tools such as special inspections, targeted visits, smart supervision, and joint investigations into misconduct and corruption. They must intensify oversight and enforcement, strike hard at any sign of unhealthy tendencies or corruption, swiftly investigate and severely punish violations committed in defiance of regulations, accurately identify and precisely address hidden or evolving problems, and use ironclad discipline to resolutely curb unhealthy practices and negative influences. All Party members and cadres throughout the city, especially leading officials, must draw profound lessons from relevant cases, clearly recognize the grave dangers posed by the “Four Undesirables,” resolutely correct and overcome all erroneous perceptions, take the lead in strictly observing discipline and rules, genuinely internalize a correct view of official achievements, and translate it into concrete actions. By upholding fine conduct, they should unite hearts and minds, work earnestly and pragmatically, and continually open up new prospects for the development of our cause.
