Three Major Changes! The New National Standard “General Principles for Green Factory Evaluation” Has Been Released.

Recently, the “General Principles for Green Factory Assessment” ( GB/T 36132 — 2025 ) The national standard has been released and, as of… 2025 year 12 month 31 It will be officially implemented as of [date]. The standard was proposed by the Ministry of Industry and Information Technology and developed under the leadership of the China Electronics Standardization Institute. This is the first time the standard has been… 2018 The first revision since its implementation marks a new phase in China’s efforts to cultivate green factories.

The new version of the standard introduces three major changes. First, it clarifies a new definition and new implications, aligning with the emerging requirements of green and low‑carbon development under the current circumstances. It defines the updated positioning and guiding principles for “green factories” and proposes the “New Five Transformations”: low‑carbon energy use, efficient resource utilization, clean production, green products, and intensive land use. Second, it restructures the indicator system by establishing a first‑level framework based on these “New Five Transformations,” supported by extensible second‑ and third‑level indicators, while emphasizing quantitative metrics to highlight energy conservation, carbon reduction, and efficient resource use, with their combined weighting accounting for as much as… 60% Third, we have optimized the evaluation methodology by introducing a quantitative scoring system based on “benchmark values” and “leading‑edge values.” Enterprises compare their actual performance metrics against these benchmarks and leading‑edge targets to generate scores, which effectively capture their level of green development. This approach yields more differentiated results and is easier to implement.

Green factories play a pivotal and guiding role in the green and low‑carbon transformation of the manufacturing sector. Moving forward, the Ministry of Industry and Information Technology will intensify the promotion and application of the national standard “General Principles for Green Factory Evaluation.” Focusing on key industries with significant energy‑saving and carbon‑reduction potential and strong green competitiveness, it will develop sector‑specific, detailed evaluation criteria to provide technical support for precisely profiling enterprises. This will help guide companies to concentrate their efforts on upgrading and improving against critical performance indicators, thereby fostering sustained development and expanding the scope and quality of green factories.
