Recently, the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Housing and Urban–Rural Development, the Ministry of Agriculture and Rural Affairs, and the Ministry of Commerce jointly issued the “Implementation Plan for Promoting the Coordinated Transformation and Development of Digitalization and Greenization.” 2026-2030 Year), which sets out the guiding principles, objectives, key tasks, and policy measures for advancing the coordinated digital‑green transformation during the 15th Five-Year Plan period.

Meanwhile, digitalization and green transformation are being deepened across critical domains like agriculture, manufacturing, trade, consumption, and urban operations, while digital and intelligent technologies continue to enhance environmental governance capabilities. This dual‑transformation synergy is providing robust support for a comprehensive green transition and high‑quality development of the economy and society.
The Implementation Plan, centered on the development goals for the 15th Five-Year Plan period, outlines… 4 aspect 14 Key tasks include: First, fostering integrated innovation between digital and intelligent technologies and green technologies, developing green and efficient artificial intelligence solutions, and leveraging AI to drive breakthroughs in green and low‑carbon technologies. Second, enhancing energy efficiency in emerging sectors and promoting the green and low‑carbon transformation of computing infrastructure, communication base stations, and digital enterprises. Third, deepening the coordinated application of digitalization and decarbonization across priority areas, advancing digital and green transformations in agriculture, manufacturing, trade, consumption, urban operations, and other domains, while strengthening intelligent governance of the ecological environment. Fourth, solidifying the foundational support for this dual transformation, optimizing the enabling ecosystem, elevating digital carbon‑management capabilities, and expanding international cooperation and exchanges.
